How to fix it
Follow these steps and you'll have it sorted in a couple of minutes.

Check the size against the limit
Most forms state a max (e.g. 2MB). If your file is over, compress it with Compress PDF until it clears the cap.

Remove any password
Portals often reject secured PDFs. If yours is protected and you know the password, use Unlock PDF to remove it.

Trim to the required pages
If the form wants a set number of pages, use Split PDF to keep only those and drop the rest.

Confirm the format and re-upload
Make sure it's a real .pdf (not a renamed image). Re-export via the PDF editor if a scan app produced an odd file.
- Assuming the file is corrupt when it's simply too big: check the size limit first, it's the number-one cause.
- Uploading a password-protected PDF to a system that can't open it, then getting a vague error with no reason.
- Renaming a.jpg to.pdf: the form reads the real contents and rejects it. Convert it properly instead.
