Compress: shrink the file, keep the picture

Resize: hit an exact size
Compression changes the weight of a file. Resizing changes its dimensions. They're often confused, but they solve different problems.

Cropping is about composition and shape, not size. You're choosing which part of the image the viewer sees.

Honest limit: cropping throws pixels away permanently. If you crop hard into a small image, you may not have enough resolution left for the final use: check the remaining dimensions before you export.
Upscale: rescue a small image (within reason)
The most misunderstood tool on this list. Upscaling invents detail that was never captured, using an AI model trained to guess what a higher-resolution version would look like.

Honest limit: it cannot recover information that was never there. A tiny, heavily-compressed 100-px image will not become a razor-sharp poster. Expect a believable, cleaner enlargement, roughly 2× to 4× is the realistic sweet spot, not a miracle. And never upscale first if you're planning to compress or resize afterward.
